Description:
Edward P. Scott was born in Somers Point, New Jersey, December 17, 1937.  He attended Rutgers University and graduated in 1959 with a degree in Economics.  Later, he went on to earn his law degree from the University of Pennyslvania.  He worked as the Veteran Administration's Assistant Secretary for Congressional Affairs.
