Dr. James Dougherty was born in 1952 in Philadelphia and raised in a working-class neighborhood by his mother and grandparents. After moving to Deptford, New Jersey, he distinguished himself academically, developing a strong interest in science and mathematics. Participation in the marching band provided community and confidence.
Dougherty attended Rutgers University with full financial assistance, an opportunity he later credited as transformative, where he also participated in the marching band. Initially pursuing pre-med studies, he shifted direction after exposure to veterinary medicine through volunteer work.
He completed graduate study at Rutgers before earning his veterinary degree from the University of Pennsylvania in 1980. After further specialized training, he co-founded a veterinary practice in Pennsylvania in 1986. Over the decades, the practice grew from a small partnership into a major, twenty-four-hour specialty hospital by the time he retired.
Parallel to his professional career, Dougherty became deeply involved with Rutgers, beginning through philanthropy inspired by his own educational support. He went on to serve in university governance, including roles on the Board of Trustees and Board of Governors. His contributions emphasized student access, diversity initiatives, and public health, including funding scholarships and an endowed chair to sustain LGBTQ-focused work.
